Federal Communications Commission Chairman Ajit Pai issued a proposal Wednesday to dedicate slivers of the 5.9 gigahertz spectrum band to unlicensed Wi-Fi use and the use of Qualcomm’s cellular vehicle-to-everything (C-V2X) protocol.
